Ricardo made a substantial contribution toward this EIR for the redevelopment and repositioning of an underperforming 15-acre suburban-style neighborhood shopping center in Oakland, not far from the Rockridge BART station. Safeway wishes to replace its existing shopping complex with a new store and 330,000 square feet of other more urban-scale mixed-use retail, office, and restaurant space, at higher densities, a wider mix of uses, and better pedestrian, bicycle and transit access. The EIR involved complex topographic, land use, circulation and aesthetic issues. The EIR process drove the project concept towards a more urban, tight-knit character where cars and parking would be subordinate to pedestrian & bicycle access, resulting ultimately in a site design that received widespread acceptance and support from the community.
